type of laser shutters to manipulate - primary or secondary

Values:

enumerator SHUTTERS_BOTH: Apply to both types of laser shutters

enumerator SHUTTERS_PRIMARY: Apply only to primary laser shutters

enumerator SHUTTERS_SECONDARY: Apply only to secondary laser shutters
